Symptoms
When attempting to convert pending worker, action was performed but checklist was not assigned.
the following error occurs.
ERROR

JBO-25089: Too many matching records found. Specify additional criteria to limit the number of records.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Perform Move to HR
2. Pending worker record is created but checklist is not assigned to pending worker.
