Error "User Authentication Issue" For Oracle Blockchain REST PROXY When Sending Transactions (Doc ID 2877337.1)

Symptoms

Application is pushing data into ledger through a automated scheduler running in the background. Transactions are sent Oracle Blockchain Platform (OBP) REST PROXY endpoint.

However when pushing 1000 records at a single transaction sometime transactions gets successfully processed and sometimes below error occurs abruptly.

These errors are not consistent, however happened frequently in running feed. How to fix these in-consistent errors?
