Clarification on same primary_account across multiple locations in fif_gl_acct

We have the requirement of same primary_account across multiple locations. If we do direct insert info fif_gl_acct, it allows the multiple rows with same primary_account id. However, from rib integration Glcoacre, we see that it doesn't add a new row for the same primary_account id. It updates the existing primary_account id records in fif_gl_acct which is contrary behavior than the direct insert.

Can you please confirm what is the correct behavior for primary_account in fif_gl_acct. Can fif_gl_acct store 2 rows with same primary_account id which corresponds to multiple locations. Also please help explain the primary_account value usage during fif_gl_cross_ref setup.
