Fusion Global Payroll: Encounter "The effective date on this new element entry are invalid." Error When Making Transfer (Doc ID 2877970.1)

Symptoms

On : 11.13.22.01.0 version, Global Payroll

When attempting to transfer an employee,
the following error occurs in Transaction console which should have been self auto approved.

Task : Transfer Approval
Rule Name: TransferApprovalRules

Issue Description : The effective dates on this new element entry are invalid. This entry causes an overlap with an existing entry for the same element.
Number : PAY-1635276
Details : Multiple entries are not allowed for this element. You cannot have two simultaneous entries for it, where the effective dates overlap, and the two entries would coexist on the same payroll relationship, employment terms, or assignment. You can update the existing entry with new effective dates or select different effective dates for the new record.

Code: 29000
Exception Class Name: oracle.jbo.JboException

Resolution: Contact Oracle Support with the detailed diagnostic log fault message and request them to work with Manage Personal Contributions product area team to resolve this issue.


STEPS

The issue can be reproduced at will with the following steps:
1. Initiate Transfer for an employee
2. Go to Transaction Console > Transaction failed with the error
3. Error
