Error While Trying to Assign Expense Cost Components to New Expense Category: “The Expense Category Does Not Exist” (Doc ID 2878026.1)

After creating a new Expense Categories using the Codes upload spreadsheet, an error occurs while trying to assign Expense Cost Components to one of the newly created Expense Category:

Steps to reproduce:

1 - Create new Expense Categories in the EXPC Code Type by uploading the Codes spreadsheet into the system.
2 - Upload new Expense Cost Components assigned to the new Expense Categories using the spreadsheet upload functionality.
3 - Check the errors on the Review Status screen in RMFCS.
4 - Notice that "The Expense Category does not exist" error is displayed for the Cost_Components worksheet.
