When attempting to upload data access to role assignments using ADFDI the following error occurs.

ERROR
-----------------------
'Row changes could not be applied: resubmit the changes.'

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1 : Build a simple spreadsheet containing all the user/role assignments where data access needs to be applied
2 : Navigate to the setup and maintenance task for “Manage Data Access for Users” and download a blank ADFdi template by clicking on the “Authorize Data Access” button.
3 : Open the template, clicking “Yes” on the popup that appears to connect to ERP Fusion and then insert rows to the template until you have enough to accommodate all the data access rows created in Step 1
4 : Copy the data in each of the 4 columns from the Step 1 simple spreadsheet into the ADFdi template. Copy 1 column at a time in order to not overwrite any of the hidden columns in the background which are used by the plugin.
5 : Click “Upload” in the ribbon tab for the plugin - TAB: Authorize Data Access for Users
6 : Check the output. See that all of these lines are giving the Insert Failed -> “Row changes could not be applied” error
