Menu Ordering Unexpectedly Rearranged On Log In (Doc ID 2878608.1)

Symptoms

Issue Description

The issue occurs when a user who has multiple menu's logs in and lands on the home screen - the order of the icons changes randomly. 

Sometimes the menus are reflected in a particular order, and for other log ins the order is reflected in a completely different order.

Steps to Recreate the Issue

1. Setup a user with multiple menus

2. Login multiple times-notice icons are not always in same order

3. Navigate to CONFIGURATION & ADMIN --> USER ACCESS

Query the user/users on this screen

4. Notice in section user menu ID - there are multiple menu's assigned here
