Symptoms

ACTUAL BEHAVIOR
Users are not receiving email and bell notifications when they submit a document record but the notification is seen in worklist.

STEPS
The issue can be reproduced at will with the following steps:
1. Submit a Document Record> Bell notification is not received by the user.
