Old User Created Under A New Person Number And Now Not Able to See Their Incentive Compensation Data (Doc ID 2879056.1)

Symptoms

User can not see his existing Incentive Compensation data.

STEPS
1. Create Employee Resource User ( eg. Person Number = 10775 )
2. Create participant record for this employee ( ie. Participant Identifier = 1001 )
3. Assign Compensation Plan to participant and calculate commission
4. Terminate Employee and the login user account is deleted
5. Create new Employee Resource User ( eg. Person Number = 11772 )
6. User logs in and can not see any Incentive data.
