SA_SYS_VALUE Does Not Get Updated with a New Revision Number After Re-Totaling

After the Oracle patch 19.3.006 upgrade, the SA_SYS_VALUE revision update is not happening correctly. It is not creating a ‘New’ VALUE_REV_NO – it is UPDATING the existing record.
Steps to Reproduce
1. Edit Store/Day transaction in error
2. Fix the error (for example, correct invalid item)
3. Retotal the Store/Day
4. Check whether SA_SYS_VALUE creates a new record with a new VALUE_REV_NO for the new SYS_VALUE. (Error at this step, as it updates existing revision)
