Users Without Admin Access Cannot See Data in the Enhanced Workbench

Symptoms
The customer has setup a user role and given this to a user to access the Enhanced Workbench.
No data is showing for the user with this role in the Enhanced Workbench.
If they add admin to the access control then there is data in the Enhanced Workbench pulldown menu
Steps to Reproduce the Issue
- Login to an OTM User that has the role in question
- Navigate to CONFIG & ADMINISTRATION--> USER CONFIG--> ENHANCED WORKBENCH
- Click on the pulldown in the top left of the screen - there is no data here
- Navigate to CONFIG MGMT --> USER MGMT--> USER ROLE
- Add admin to the access control list role that is assigned to the user and save
- Log out and back in as the test user
- Navigate to CONFIG & ADMINISTRATION--> USER CONFIG--> ENHANCED WORKBENCH
- Click on the pulldown in the top left of the screen - NOW there is data in the pulldown
They cannot give users permanent admin access
