Changes Made To CSS Files Aren't Being Updated On Storefront Or Preview (Doc ID 2880636.1)

Symptoms

After succesfully updating CSS files via DCU the changes are not reflected in Admin Preview, consequently they are not reflected in Storefront either after a successful Publishing.
