X1-MIGSM DM batch cannot create Device Installation Event due to error "Duplicate key error: %"
Duplicate records are inserted into D1_ON_OFF_HIST when Install Event has CCB On/Off History with Sequence=0, and there is another record of On/Off History with Sequence=1.
Table D1_ON_OFF_HIST primary keys are Install Event ID and Sequence No.
