Installing ORDS "Error invalid ORDS install, user ORDS_PUBLIC_USER common value is NO, user ORDS_METADATA common value is YES" (Doc ID 2880678.1)

Goal

Multiple Database Systems of 12c were upgraded/migrated to 19c PDB's.

Installing ORDS or setting update new database on the PDB's individully shows below error

PDB <pdbname> - Error invalid ORDS install, user ORDS_PUBLIC_USER common value is NO, user ORDS_METADATA common value is YES

Running below SQL and the ORDS_METADATA for COMMON is shown as 'YES", which is invalid for ORDS, it must be "NO" so the schema will be LOCAL.
