Symptoms

Employment transactions like termination, resignation, transfer, change assignment are failing with below error:

You can't add manager {MANAGER_NAME} ({ASG_NUM}) on {DATE} because it causes a hierarchy loop. Select a different manager or remove the loop to continue. (PER-1531904)
