On : 11.13.21.10.0 version, Global Payroll

When attempting to run a Quickpay or a Payroll run for an employee,
the following error occurs:

The issue can be reproduced at will with the following steps:
1. Under My Client Groups , Payroll, Submit a flow.
2. Run Quickpay process.
3. Error occurs.
