Symptoms
On : 11.13.22.04.0 version, Manage Administration Screens
When attempting to configure new Version of Lifecycle status,
the following error occurs.

"message": "You can''t edit the In design lifecycle status name as it''s an application defined lifecycle state.",

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in Product Management -> Enterprise Catalog
2. Under Lifecycle Status, click Manage
3. Click 'Save as New Version' button
