When Using WebReport Gen 2 Error Message ORA-12545 (Doc ID 2881550.1)

Goal

Error message ORA-12545 when using WebReport Gen 2.

We are not able to use WR Gen2 in Test environment and it seems to have started since the application of the upgrade 22B.  We open WebReport Gen2 UI select the report click on execution arrow, after which the system shows the following message: ORA-12545 Connect failed because target host or object does not exist.

Steps followed:
1. User opens the WR Gen2 UI screen.
2. User performs one of the following actions:
  - User selects one of the already existing reports and clicks in the > 'Run report' button to run it.

The error message ORA-12545 appears.

Connect failed because target host or object does not exist.
