ACTUAL BEHAVIOR
---------------
EMEA - Finalize Billing Documents for Portugal is not picking few transactions in Frozen status


EXPECTED BEHAVIOR
-----------------------
Once the Finalize process it is run the invoices to be in status Complete

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Invoices for Portugal
2.Run Finalize Billing Documents for Portugal
3.Some Invoices not being picked by the process

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot complete and report the invoices
