Symptoms

The user is set up with the ADMIN and REST_CLIENT roles and is able to successfully call the application operation APIs for OBP.
Created an IAM group: blockchain_platform_read_api_access
Assigned a federated group to this (Blockchain_Gen2_Administrators), the user is a member of this group.
Created a policy: Blockchain_Platform_API_Read_Access with the following policy statement:
Allow group blockchain_platform_api_read_access to read blockchain platforms in the compartment.

User getting a "401 Authorization Error" trying to call the blockchain platform (OBP) admin APIs:
