Null Pointer Exception While Trying To Create RTV With An Upload List Or Item List (Doc ID 2882576.1)

Symptoms

Items can not be added by file or item_list to RTV.

1. Create an upload list csv or item list (both fail, needs to work with both) with at least 2 items from the same supplier.

2. On RMFCS create a Return to Vendor (Menu: Inventory > Return to Vendor > Create Return to Vendor

3. On the screen that appears:
  - Add the Supplier Site
  - Add the Location (location should have stock for all items being used)

4. Click on the + sign to add Items and choose Item List and/or Upload List, add quantity, Inventory Type and any restocking fee, Default On Hand was left not selected. When clicking OK after the screen throws the error "Java.lang.NullPointerException"
