Tranupld Batch Delete Transportation Record Even If Obligation Is Associated With It (Doc ID 2882691.1)

Symptoms

After creating transportation and obligation, tranupld batch is allowing us to delete that transportation record
UI is restricting the deletion and batch should also restrict.

Steps to recreate:

1. Create an order and shipped it.
2. After shipment, transportation record was created via tranupld batch.
3. After transportation, obligation for that transportation was created.
4. When we tried to delete the transportation record, it got deleted which is incorrect in this scenario.
