Unable To See the Usage Tracking Data And Cannot Create A New Dataset For Usage Tracking Connection (Doc ID 2882886.1)

Symptoms

Usage Tracking reports stopped working.  When try to create a new Dataset based on Usage Tracking Subject Area, nothing happens, the schema just spins. 

Cannot see results from any of the columns, unable to retrieve data from  Usage Tracking connection pool.  

Creating a new DV connection for Usage Tracking also doesn't work: when try to save it, connection just spins, doesn't error out, but doesn't save neither.   

No changes were made in the RPD or any other setting in the Console.
