OMD agent action (ORDER RELEASE - MOD - PROPAGATE CHANGES) (Propagate Order Release Pickup Dates) fails to re-drive shipment with error 'Order release XXX time change made shipment with no rate service solution', when trying to update an Order Release early pick up date to propagate the change to the associated shipments.

Example:
-------------
Orders:

ORDER01
EPD: 2022-05-26 05:00:00
EDD: 2022-05-30 08:00:00

4773680 ORDER02
EPD: 2022-05-26 05:00:00
EDD: 2022-05-30 12:00:00
LDD: 2022-05-30 12:00:00

01. Plan Order (ORDER01) via 2-leg itinerary

2 Shipments are created

- SHIPMENT01

Start Time = 2022-05-28 18:00:00
End Time = 2022-05-30 04:11:00

- SHIPMENT02

Start Time = 2022-05-30 04:11:00
End Time = 2022-05-30 08:00:00

02. Move Order (ORDER02) to leg-1 Shipment (SHIPMENT01)

03. Send an Order Update

EPD: 2022-05-26 08:00:00

04. OMD Agent

ORDER RELEASE - MOD - PROPAGATE CHANGES

Propagate Order Release Pickup Dates - checked
Propagate Order Release Delivery Dates - checked

05. Expectation is that Early Pickup date will be updated and shipment leg1 will be re-driven (start time will be moved forward by 3 hours)

06. But this error happens

CAUGHT THE FOLLOWING EXCEPTION WHILE PROCESSING TRANSACTION: [019484] Order release:ORDER01 time change made shipment with no rate service solution.
