User Provisioning in the Primavera Administration Tool Fails With Error "Assigning Application Access Failed for User <USERNAME>"

Symptoms
When attempting to provision a new user for P6, from the Primavera Administration Portal, the following error occurs:
Assigning Application Access failed for user <USERNAME>
The issue can be reproduced at will with the following steps:
- Browse to the Cloud portal and select the Primavera Administration link.
- Select the user, then click the wheel on the right side to manage access.
- Select the desired P6 environment and Save the change.
- Observe the reported error.
