Symptoms

Requisitions, Purchase Orders (PO), and Blanket Purchase Agreement Approval notifications do not appear in the Bell icon and Approvers also are not receiving Approval Notifications by email, but they do appear in the Approvers' BPM Worklists.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Synchronize Notifications in Global Header job was run and completed successfully.
2. Create Requisition or PO and submit for approval
3. Approver goes to Bell icon and Requisition or PO does not display there so that the Approver can approve it
