Address Record Is Not Created When Creating An Account (Doc ID 2883195.1)

When a user is creating an Account,  the Country field in the Address section is populated via the user's preferences, but upon clicking on Save and Continue, the address record is not created. The problem here is that either Country field should not default or if it is then the address record must be created with just 'Country'.

When user manually select the value in the Country field and click on save and continue, the address record gets created. This is a discrepancy. Please can you tell us how to solve this issue?
