Extracting a location by csv with command 'xcsvwpcd' is missing both $HEADER and $BODY

Business Process Automation > Data Import/Export > CSV Export

Export Object Type = Export Table
Output Destination = File on Local
Click Run
Command = xcsvwpcd
Table Name = Location
Where Clause = XXX
Click Run

A CSV file will be generated that is missing both $HEADER and $BODY.
Note:Both are showing in the generated CSV if you select Output Destination = Browser
