Restart/Cancel Buttons Remain Active For Completed Batch Jobs (Doc ID 2883359.1)

On ORMB v3., Restart/Cancel buttons are active for completed jobs.

In Batch Job Detailed Description UI, users can hit Restart/Cancel buttons for an executed batch run.

Restart/Cancel buttons are active for completed jobs.
Users can click on them as well.

Restart/Cancel button should be inactive for completed jobs.

The issue can be reproduced at will with the following steps:
1. Access Batch Job Detailed Description UI
2. Search for a batch with Job Status as Succeeded
3. In the Search list for the batch job, notice that "Restart Job" and "Cancel Job" fields have Restart and Cancel buttons enabled.
4. Once User hits the "Restart" button, it pops up an alert message that "Invalid Action - Only failed jobs can be restarted".
5. If user hits the "Cancel' button, it pops up a message "Are you sure you want to cancel this job?" with a OK and Cancel button.
    If Cancel is hit, it says DBMS Job SCHADM.Batch_Name is not currently running.

Note that the behavior is same for any view (Running, Executed, Failed chain Batch jobs) in Scheduler Job Monitor Dashboard. Restart or Cancel button remain active. Though finally user cannot cancel or restart, but we want these buttons be grayed out like older releases to avoid any confusion.
