DEAL_ITEMLOC.DEPT updated to NULL while excluding the department on a Deal.
EXPECTED BEHAVIOR

DEAL_ITEMLOC.DEPT updated to exclude DEPT_NO while excluding the department on a Deal.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create one dealupld file. Where it contains 2 records in DIDTL, one for contains company level. One deal exclude department level.
2. Run the dealupld job.
3. Noticed the DEPT not came in the DEAL_ITEMLOC table.
