Symptoms

CLEARANCE_MANAGEMENT_DUTY is not allowing Submit of Clearances when linked to a custom job.

Steps to reproduce:

1. Create a custom job and assign the below set of duties.
CLEARANCE_CADENCE_TEMPLATE_MANAGEMENT_DUTY
CLEARANCE_MANAGEMENT_DUTY
DATA_LOADING_MANAGEMENT_DUTY
PRICE_CHANGE_INQUIRY_DUTY
PRICE_INQUIRY_DUTY
PRICE_ZONE_INQUIRY_DUTY
PRICING_ANALYST_DASHBOARD_INQUIRY_DUTY
PROMOTION_INQUIRY_DUTY
PROMOTION_PLANNER_DASHBOARD_DUTY
ROUNDING_RULE_MANAGEMENT_DUTY
2. Open a clearance that's in worksheet status via "Manage Clearance".
3. Note there is no option to submit the clearance.
