Asset Key Error in FBDI Load "The value of the attribute ASSET_KEY_SEGMENTS isn't valid." (Doc ID 2884202.1)

Symptoms

When attempting to load asset via FBDI the following error occurs:

FLEX-VALUE DOES NOT EXIST
{VALUESET}=KFF_VS
{SEGMENT}=FA ASSET KEY
{VALUE}= XXXXX
The value of the attribute ASSET_KEY_SEGMENTS isn't valid.
The ADDITION transaction ##### failed for asset number ####.

But find the value erring exists and is enabled in the Manage Asset Keys.

The issue can be reproduced at will with the following steps:
1. Created new asset key segments via CSV file
2. Populate FBDI File for additions and Generate CSV
3. Attempt FBDI Load, find error in log.
