Unable To Access The 'Pull To Refresh' Component Installed From Component Exchange In Visual Builder (Doc ID 2885817.1)

Goal

When trying to use 'Pull to Refresh' component in Visual Builder it is not possible to do so.

After installing the component from the component exchange, it does not get placed in the list of components accessible for page design.  Because of this, the component is unusable.

What steps need to be performed to get access to the component on the component palette?
