Symptoms

VPN Tunnel is down due to VPN router restart on the Oracle Cloud Infrastructure (OCI) side.  IPSEC logs show "no local proposal matches remote proposals" and is due to a Phase 2 mismatch of the Custom Authentication Algorithm.  However, there was no change on either side of the tunnel configuration and it has worked up until this point.
