CEC Sync Server Fails/Stuck During Webhook Sync (Doc ID 2887342.1)

After a failed webhook sync. The cec sync-server appears to be stuck.  After restarting the sync process, it appears as though the failed attempt is queued up and attempts to reprocess the sync and fails.  At which point no future webhook syncs are making it to the target environment and the sync servers appears to be in an unstable state.
