  1. Library goal search doesn't work for Performance Goals or Development Goals
  2. One of the below profile option is disabled(set to 'N')

    HRG_GOALS_RESPONSIVE_ENABLED

    HRD_CAREER_DEVELOPMENT_RESPONSIVE_ENABLED
