Is it Possible to Create a New BI Publisher Report From a SQL Query?

Symptoms
When trying to create a new BI Publisher report from a SQL Query there is no Data Source listed in the drop-down.
STEPS
----------
1. In OPC select Reports -> Report List
2. Create a new report
3. Under Layouts click Add
4. BI Publisher will open
5. Create a Blank report
6. Click New -> Data Model
7. Click Data Sets and then add a SQL Query
8. In the popup window no Data Source is available
