Have  integration/orchestration implemented that launches Create Accounting for multiple ledgers, the following errors occurs.

xla.plsql.xla_fsn_acct_parent_pkg.accounting_program_batch_cp => 13-06-2022 18:26:13 l_errbuf: The Create Accounting process is terminated due to limited queue slots. Resubmit the Create Accounting and Post Subledger Journal Entries processes.

OR

A system error occurred. Contact your help desk. Details: A system error has occurred in the program xla_transfer_pkg.dequeue_message, ORA-24010: QUEUE FUSION.XLA_... does not exist.

OR

The Create Accounting process can''t be submitted for one or more ledgers as too many programs are in progress. (XLA-871257)

STEPS

The issue can be reproduced at will with the following steps:
1. Have integration/orchestration implemented that launches Create Accounting for multiple ledgers
2. This integration/orchestration does not control the fact that Create Accounting is launched concurrently for the same ledger and also does not control the number of ledgers on a single file
