Symptoms
Expected behavior:
The outcome field is blank in the approval history for contracts over a month old
Current behavior:
The outcome field for certain contracts (over a month old) are not appearing in production.
STEPS

The issue can be reproduced at will with the following steps:
1.ran a SQL query and it looks like the outcome column is not populated all the time
