Unable To Update Base_Exp_ind In Item_exp_head Via RIB (Doc ID 2888519.1)

While trying to update the base_exp_indicator using the XITEMMOD message. Even though message is being successfully processed, the record itself is not being updated.

Steps To Recreate:
1. Published a new Item Create message.
2. Item was created successfully.
3. Published an Item Mod message to update the base expense indicator for ITEM_EXP_HEAD record.
4. Record is processed , however the base expense indicator is not updated.
