When attempting to perform a Global Transfer to move an employee into a specific position, the following error occurs:

PER-1531659 You can't select this position because it doesn't have enough vacant FTE

STEPS

1. Create position.
2. Initiate Global Transfer for the employee and select this position.
3. Error occurs.
