Oracle Fusion Global HR : Unable to change the cost center manager in department UI

On : 11.13.22.04.0 version, Functional Setup Manager
The user is unable to change the Cost center manager for few departments.
Steps to reproduce the issue:
1. My Client Group > Workforce Structures > Departments > Search for the department
2. Click on Edit - Correct > Under the section "GL Cost Center Information" change the cost center manager > Click on Review and Submit button. Transaction is successfully submitted (Pending Changes shows as No)
3. Open the same Department again, still the old manager is only displayed.
Expected result : After the transaction was approved, new Cost center manager details should be shown under "GL Cost Center Information" section.
