Cost Changes Are Not Created with the CREATE_ID via the Cost Induction Template (Doc ID 2889450.1)

Symptoms

Users create cost changes from the UI. But when the cost changes are created, CREATE_ID does not show the user ID of the user that created it. Instead, it shows some other user id in the system.

Steps to Reproduce
-----------------------
1. Upload the Cost Change Template Spreadsheet (ODS) - Cost->Upload Cost Changes from the file
2. Notice that the cost change created would be with a different USER_ID.
