22B Import Management With Large Data File Stuck on Preparing Data for Import Status

Symptoms
Created a new Import Activity with large data file and Import Manager is stuck at Preparing data for import stage.
It only works with smaller files. This was working with large data file (ie. 250 MB ).
Import process errors out after about 2 hours.
When try to cancel the request via Schedule Request, it gets stuck in "Cancelling" status.
STEPS
Tools > Import Management > Create Import Activity ( Object = Incentive Transactions )
This has been reported for other objects ( eg. Accounts, Geography, Custom Objects , Asset )
