Fusion Global HR: Unable to Create User Account Due to Error in Identity Store (Doc ID 2889929.1)

Symptoms

When attempting to create a user on the Manage Users page, the following error occurs.

ERROR

The user account request couldn't be created.

The Oracle Identity Management request identifier is <1234567>.

A user account wasn't created because of an error in the Identity Store.

STEPS

The issue can be reproduced at will with the following steps:
1. Navigation: Manage User Page > Create a user > Received an error
