Symptoms

The Retail Home Application Navigator Setup screen is configured with the correct URLs in the Application Links and Platform Service columns. However, when the "Publish" button is clicked on, an error pop-up window occurs:
Error

Failed to publish navigator links to application <APPLICATION> Cloud Service for the follwoing applications: <APPLICATION_ID>, <APPLICATION_ID>.

The bottom of the window displays a ribbon error:
