User Unable to View Approved Cost Change from MFCS UI (Doc ID 2890378.1)

You cannot find an approved cost change from the 'Manage Cost Changes Screen'.

Steps to Reproduce
1. Upload a cost template in worksheet status using cost upload functionality.
2. Open the cost change from UI in worksheet mode.
2a. Ensure that all the details are present for the cost change.
3. Update the cost of items and then re-submit and approves the cost change. (Clicked Save & Close)
4. When you search for the cost change from UI, it is not visible.
