'Compose Internal Note' option not working in Next Gen Help Desk Request

How Do I Get 'Compose Internal Note' Feature To Work On Next Gen Help Desk Service Request UI?

Help Desk Agent unable to compose a note using the 'Compose Internal Note' option in the 'What would you like to do?' command box within a Help Desk Request.
Click 'Compose Internal Note' option, the search box blinks once and it stays in the same state, nothing else is happening.

What could cause this behavior?

Expected 'Internal Note' text box to be displayed

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Navigate to Help Desks
2. Click Help Desk Requests

3. Open existing SR 

4. Enter 'Compose Internal Note' on command line
5. Observe nothing happens
