Symptoms

A Warning Message is shown on the screen when a cost change is uploaded/submitted and approved.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Create a cost change by item
2. Submit cost change
3. Blank Warning notification appears
