LAST_UPDATE_ID In ORDHEAD Is Getting Updated Incorrectly (Doc ID 2891003.1)

Symptoms

LAST_UPDATE_ID in ORDHEAD tanle is getting updated incorrectly.

Steps to recreate:
1. Select 3 POs in any status (preferably one not closed).
2. Query the POs on ORDHEAD and verify LAST_UPDATE_ID for each.
3. PO #1: Open the order via the UI and confirm LAST_UPDATE_ID has not updated.
4. PO #2: Open the order via the UI and navigate to Order Revisions; confirm LAST_UPDATE_ID has updated.
5. PO #3: Open the order via the UI and navigate to Order Details; confirm LAST_UPDATE_ID has updated.
